On March 13th 2025, the Hello Tomorrow Global Summit kicked off with Eric Lombard, Minister of Economy, and Clara Chappaz, Minister Delegate for AI, reaffirming France’s commitment to strengthening support for Deep Tech—a crucial step to ensure Europe’s competitiveness and technological sovereignty.
What is Deep Tech?
Deep Tech startups, built on disruptive innovation, drive breakthroughs across key sectors such as AI, quantum computing, biotech and energy.
How is France’s and Europe’s innovation ecosystem doing
France ranks # 4 worldwide, behind the US and China… who would have guessed?
In 2024, there were 2589 Deep Tech startups in France, generating €3.4 billion in revenue.
Over the past 5 years, funding for Deep Tech startups in France has nearly tripled, but challenges remain.
Without a stronger alignment between research priorities and funding mechanisms, France and Europe risk losing ground in the global Deep Tech race.
It was the the opportunity for me to discuss critical AI legal issues with startup CEOs:
Patentability of AI algorithms
In Europe, AI itself (such as a new machine learning model) is considered a mathematical method and is excluded from patenting. However, if it solves a technical problem using technical means, the application of it may be patentable.
Extraterritorial application of EU compliance regulations
Non-EU companies must comply with European regulations if their AI system outputs are used within the EU. Addressing the European market for non EU companies is challenging!
